I don't have a problem with the training video. I don't care for the extra permit, but that may not be a big deal monetarily, I haven't looked.
Finding out about it via a citation would be frustrating. However that's how it happens quite often.
Utah considers a plated vehicle as a passenger vehicle, not an OHV. Our Blazers don't have to be OHV'd, but anything without plates, does. We have always had to Non-resident permit our non street legal bikes, and SxS's . If your "buggy" isn't plated, than you will have to get an OHV sticker. This can all change before Jan. 1st......
