OK, the orange wire should be constant power? There is an orange wire that goes to the tailgate key, but where you disconnect the tailgate there are only the up/down wires. Where does the orange wire connect at the tailgate end.

This is what I found...

Looks like a PO instead of fixing the broken blue wire simply ran a new black wire to the dash switch. Lol
The dash switch does work correctly. The tailgate key does not.

Soo, orange wire at the back of the Blazer gets connected to the tailgate how? Currently as in the pic it is connected to nothing.
I think I need to see a pic of an actual tailgate plug, diagrams look like Chinese to me.

OMG found it after opening up the tailgate wire loom, WTF

the orange wire provides power to the key switch in the gate. the blue and tan has a tap to go to motor and the switch.

Just used a jumper wire from orange to orange and the key worked. I was just watching a video and noticed that the tailgate side had two plugs, does anyone have a picture of the tailgate wire plugs?

Getting a pic of the keyed switch connector would be impossible with it all put together. The connector looks a lot like the power window and power lock connectors though. Flat deal that pushes onto the studs coming off the keyed switch. Here's my connections where the wiring goes from the chassis to the tailgate. Once inside, the wires to the switch will split off the middle of the window guide and go under the window and regulator to get to the switch which is behind the regulator mounting plate that is welded in the center.
