Check that ALL the lights are working first.
Not necessarily flasher I don't think, I was getting quick blinking followed by normal blinking, one light was out. (but that was indicated by only one indicator malfunctioning, although the blink speed varied on both sides) One of these times I'm gonna pull each bulb and write down what happens with the indicator lights so its easier to troubleshoot.
IIRC, the convenience center (near the gas pedal) uses the same kind of flasher for the hazards as the one on the fuse panel for blinkers, so if the hazards work, you could try swapping the flasher. In a case like this, I'd say it's worth it to swap the parts that are already there. If that doesn't solve it, start with tail lights, and swap all bulbs from one side to the other, then move up front.
