If its the one about mid block right above the oil pan onthe drivers side, it had oil coming out. I would suspect the one onthe pass side will do the same. I'm thinking I might just pressurize the system with air from the radiator.
I don't have a block heater and where I live it gets towards -30f at times in the winter. Want a hard start? Poor engine. Really, in my minds eye, the worst thing about cold starts is the cold oil, as cold oil doesn't flow like it should and the worst wear occurs until the oil thins out and heats up. I personally will buy an oil pan heater (or the heat pad types) to heat the oil and get it around quickly on those cold mornings. A block heater makes little sense to me as it makes the engine run good in the morning, but the oil is still thick. Besides, at -30f, the cab of my Yukon won't get warm until 2 minutes before I arrive at my destination anyway. My $0.02
