brake problem

i got a 79 blazer and we were out last weekend and it seemed to lose power brought it home got to messin around and noticed the front brakes are dragging and the front tires you can barely turn by hand took the wheels off and tried to take the brake calipers off and they wont move even if you use a pry bar what would cause this and how do i fix this? the brake fluid was a little low. thanks guys
 
guessing you mean both calipers are stuck. was gonna say it might just be a bad caliper and it's sticking but for both to go at the same time is unlikely
 
If the lines on the master cylinder are crossed, the residual valve for the rear drums is built into the master and it is possibly holding pressure to the front calipers.
