I'm mig welding a patch panel using 023 wire and gas. What should be the panel gap size between the two metals?

Yep. As close as possible. But realistically there will be a tiny gap and that’ll work. Bigger gap will make it easier to blow through it.

Small tacks, never one after the next. You don't want heat to build in one area, it will cause the panel to warp. Get your corners tacked, then work the tacks back and forth along your line. Same goes when you grind the tacks down, don't say in one place for to long.
What section is getting grafted in?
