So I have a 1980 Chevy 3/4 ton pickup with a 350 /400Th combo. If I want to go to a 454 what do I have to do to comply with the smog laws? Does it have to be the same year engine with all the smog requirements of that year. Can it even be legally done? Just thinking bout different tow rig possibilities...

From what I remember living in Nevada, (which adopts Cali. smog laws), the engine you swap in has to be either the same year or newer and it does have to have all of the smog equipment that came with it that year.

engine is legal for installation in your vehicle.
Engine Changes
Engine changes are legal as long as the following requirements are met to ensure that the change does not increase pollution from the vehicle:
The engine must be the same year or newer than the vehicle.
The engine must be from the same type of vehicle (passenger car, light-duty truck, heavy-duty truck, etc.) based on gross vehicle weight.
If the vehicle is a California certified vehicle then the engine must also be a California certified engine.
All emissions control equipment must remain on the installed engine.
Vehicles converted to 100% electric drive, with all power supplied by on-board batteries are considered in compliance with the engine change requirements. All fuel system components must be removed prior to inspection. For additional information contact the ARB helpline at (800) 242-4450
After an engine change, vehicles must first be inspected by a state referee station. The vehicle will be inspected to ensure that all the equipment required is in place, and vehicle will be emissions tested subject to the specifications of the installed engine.

It is also wise to speak to the referee you intend to take it to before you do anything, some are dicks and will not let you do some things like putting a BBC in a SBC truck.
Just saying, you don't want to be done and then get to the referee and he says, OH you can't do this.
BBC does emit more polution than a SBC and that could be his excuse. :dunno:

Yeah I did a motor swap and the referee was really calm about it. Was a piece of cake, but had a friends that had a ton of issues with his, was even the same swap I did!
