Since you seem to have your ham ticket (icom 2100 reference) you should look into APRS for your S&R setup. Plus if you are going to be using a laptop there are a few APRS programs that will give you free mapping using Tiger map data files made from the census.
My main focus radio wise lately has been APRS. It is an excellent tool for S&R efforts also.
