Its the responsibility of people to read the rules and know whats up. Plus its not like you are banned forever, trust me, if the mods start banning people for not paying attention people will get the idea real quick.

I think some people are impatient so they bypass the proper methods because it's faster that way. Or they just don't think it is that big of a deal. Either way I can see how it could be an annoyance. I really don't think this will be able to be stopped completely because of the amount of users joining everyday. I dont see a way to enforce this or make it known to all the people that join this board on a daily basis.
I really dont see how banning would help? Does the problem really lie with the members? If you are a user and you get banned you could just create a new account and move on.
