Can I put 38 inch Boggers on my ride?

Actually, yes. The Zero Rate will get you 1” of lift and in addition to being clamped in place by the u-bolts they attach to the springs with the center pin.
So I don't need to buy any additional parts? I wont need to buy a replacement center pin to fix my broken one? Also, is there some place I can buy this Zero rate kit from some place like Amazon that ships quickly and has good pricing? Are there other similar kits of a different brand that i could buy on Amazon?
 
Do a one inch zero rate and move the axle forward an inch and a half, cut the front "fang" on the fender flush with the core support. Cut the rear of the front fender back to behind the factory "flare". Beat the inner fender back to match and it will get you close.

In your fist pic looks like the plate is cracked also.

I agree with what is being suggested for fixes, zero rate, look at pinion angle, new center pins, and definitely new U bolts and nuts.

I was going to buy the tires, but it went from:

(4) 2 year old 38x12.5x16.5 Boggers on brand new premium rims, ready to bolt on and run - for $850

To:

(4) 19 year old 38.5x11x16.5 Boggers on old miss matched rims, non seated beads, non balanced - for $600.

Sounded great, but turned out to be crap.

But since I do have the wondering axle issue, I figure I will go with the Zero Rate 1" lift anyway. Why not.

Has anyone ever installed these? Is it easy?

Does the Zero Rate come with "center pins"? Do I need to buy a Zero Rate kit and also buy new center pins? Also, do you really need new U-Bolts and nuts? What should the U-bolts be torqued to? Locktite? They are 3/4 ton axles if that makes a difference.

on the bright side at least you didn't end up with 16.5 tires and wheels
 
You'll want new u bolts nuts and washers. If you get 5/8 fine u bolts grade 5 is 120 ft pd, grade 8 is 170 ft pd. The U bolt stretch when torqued, this why new is recommended, esp if history is unknown. Once you torque the U bolts down, drive it a bit 10-20 miles, then torque the bolts again. After 100-200 miles torque them a 3rd time.
The 0 rate from ORD does come with the center pin. Center pin would be the least cost of this repair.

Can you post an Amazon link for the U-bolts? I have 3/4 ton 8 lug axles if that makes a difference.
 

So that fits but I don't like them, only grade 2. Amazon might have others I didn't find

Get these https://www.offroaddesign.com/u-bolt-kit-for-gm-1-2-3-4-ton-front-axles.html, cheaper even with shipping higher grade too, and rear set too if your going to do front and rear zero rates. order them all together from same place. Amazon doesn't have Zero Rates

Should I check the center pin and then torque the current U-bolts down?

Should I do the $250 1" lift with U-bolts?

Should I just upgrade to a whole new 6 or 8 inch lift with new springs and shocks?

Sigh... Decisions decisions. .... .
 
So I did not wind up getting the boggers, so the 1" lift would be nice but is not needed. To fix the axle issue using the zero rate and replacement U-bolts would be: $298.94 with tax and shipping, and would take a week or more to arrive.

I checked the U-Bolt with a crescent wrench, and they nuts were not tight at all. Probably could have turned them by hand if I had some gloves on. I would like to explore what is going on in there. So do I just drop the U-bolts, and then replace the bolt (center pin) that holds all the leaf springs together, and then torque the U-Bolts down to spec? I know that new U-bolts would be ideal, but at a cost of $300 for that would setup - I don't see the value there unless its absolutely required for safety. I don't beat this rig up on trailers or anything. Its a grocery getter. Is it really a bad idea to just re-use the old bolts? Also, is locktite a bad idea to use on them?

These should be long enough, double check the spring pack thickness. Torque to @45-50 ft pd and cut off at nut, hack saw or cut off wheel
You can reuse the u bolts, you'll need to triple check they stay tight. I would try to at least use new nuts, the old ones appear to be nylocks, not good for reuse. Regular deep grade 8 and flat washers are good.

only ones that are $14.00 ea and 12" long, not that that would be a deal breaker.
