I have a 1985 350 with California emissions. If I change the manifold, carb and distributor will the cruise control work?
 
I can't be too much help, but I'll offer my experience. When I swapped motors I switched from the stock manifold to an Edelbrock Performer intake manifold.

My cruise control still resumes to work.

I however do not have California emissions. I also have a Q-jet and the stock distributor.
 
Yes it will work.

The only place cruise "shares" anything with the ECM is the VSS signal it takes from the speedometer. But even if you remove/unplug the ECM, the VSS signal will still get to the cruise control module.
 
Glad to help. I used to rip all that stuff off when I first got started in this vintage vehicle, as I learned how it works and how it's run, much of it (like the cruise control) I've come to value and enjoy.
