Diagnosing Horn Problem - 91 Jimmy

Hey all -

I am up for safety inspection on my 91 GMC Jimmy and notice that my horn was not working. Actually, when I pressed the center of the steering wheel, I get a very faint buzzing sound, indicating some kind of electrical connection. I popped the horn cap of the steering wheel and saw that there was a small wire from the cap to the center of the wheel. It looks like when I pulled the cap off; the wire got disconnected from where it was suppose to connect. I am not sure were the other end goes to? There are three small holes around the bolt. Also, When I popped the hood, I tried looking for the actual horn itself, thinking it was suppose to be mounted up toward the front, perhaps to the left or right of the radiator. Can't find it? Am I looking in the wrong place, I did not even it see it mounted to the either fender.

there should be 2 oblong holes and on smaller hole....the wire should go to spring/plastic piece that you pushdown and turn a lil bit and it stays in..... that part goes in the smaller hole
 
Is the plastic piece mentioned still attached? It will have two protruding pieces that fit into the hole in the wheel, you push down and twist and it locks in place.
 
And the horns should be mounted behind the grill, attached to the top of the radiator support. They would not be visible from the engine compartment.

Ah yes, the light buzzing sound. Check your dome light fuse, as well as all the others.
