Different way of bleeding fuel line?

Just a thought. Could a hand held vacuum pump be used to bleed the fuel line up to the filter? Same concept as on brakes.

I took the line off the output on the secondary filter and use one of those transfer pumps from Harbour frieght . I pump till I see fuel and install the line back and it starts up and just keeps running !!!
