When I give partial throttle, vacuum is pulling the egr diaphram all the way up until the motor almost dies...It has a new EGR solenoid....Is there such a thing as too much vacuum from the Throttle Body port? Or is the EGR itself bad...?
 
There are at least two versions of EGR, is it possible you've got the wrong one, or have it hooked up wrong?

The EGR solenoids I've seen appear to have 3 vacuum nipples on them if the foam filter is not present. On the setup I have, the two vacuum ports (in/out) are on the same side, and the filter nipple has two little spring metal retainers, on the opposite side.
 
Mine has two nipples on one side towards the egr (one is vent w/foam filter, the other goes to the egr)...on the other side is one nipple going to the throttle body port.
 
OK then, sounds like you are ok on how it is routed.

Is the EGR valve original (pretty hard to tell, unless you were the one to replace it, and/or the problem occurred out of the blue with the same EGR valve) There are (AFAIK) two types that GM used, one that used vacuum to open it, and one that used vacuum to keep it closed. Could be wrong on how they operate, I know there are two types though, and mixing them up will not allow them to work right.
