Should be no problem finding someone that can burn you an otherwise stock chip that has EGR "deactivated". I used to recommend TBIchips.com, but I had read of enough problems with their product that I don't anymore. In your case they might be ok, since there are no other changes needed, but again, I've seen enough bad stuff I'd be looking elsewhere first.
