Electric door locks

The locks in my 91 suburban haven't worked since I bought it a month ago. The switch activates the relay and the locks move, but it's almost like there isn't enough juice to unlock them. If I manually unlock all 4 doors, then hit the lock switch, all will lock. When I try to unlock them via the switch, only the driver door unlocks. Doesn't matter which switch I use.

Are the linkages or actuators sticky or am I possibly losing enough voltage and not getting enough juice to unlock? If I manually pull up on the knobs, they feel a little tough. I sprayed silicon spray on them and it only fixed the driver door.
