Electronics gurus. Can I build a "capacitor" to take 12V to 15v? How?

I think it was rated at 10 amps. Input votage was 8v-35v with the output variable based on the input. I did give it power from the wires in the door.

This is the one i bought. And i adjusted the voltage to out put 17v with the input at 11v.

I don't know if 10A will run a window or not, but I bet the voltage in the door is below the minimum rating of the boost converter. It will work fine as a battery charger, though.
