Fender trimming question

I'm thinking about cutting my inner fenders of in the rear and using some mud flap material to seal it so the fire wall. I have to have inner fenders in Fl

this is kinda what i was thinking about doing as well. I was going to create or fab up some type of bracket, then secure some trucker mad flap material around it. But i will cross that bridge when i get to it.
