Does the vehicle you are towing have to legal as far as plates and insurance or does it just need lights and that is it.

Here in California it has to be registered to be flat towed.
The law is if the tires touch the road it has to be registered or with a temp pass for moving it.
If it's on a trailer noone will bother you here.
