Can I mount a in-line fule pump on my 90 Sub as a back up to the factory in tank one? Or should I just install a pick up in the tank and use only a in line pump?

you can mount is as a backup, but it has to allow free flow when not turned on

you can do both but if the inline pump is a higher psi than the intank you need to remove the intank pump for the higher psi.
Some fuel pumps can't have pressure being fed into them. You'd have to find out if that pump can have a pressure being applied to it.

If i were you i would either get a pump with the same psi as the intank or take the intank out and buy 2 inline pumps... if 1 fails you can replace it in 15 minutes... I'm not sure if the stock pump will allow flow if it fails.
