I have never seen it happen, but it could be possible. Basically since you have both a ground and a power there, it is possible the water could provide enough of a path to pop a fuse.
problem typically in my experience has been a crack in the tail light lens. This allows water in the casing and allows for a short. could also be a frayed wire touching water and popping fuses. Check for loose wires and the tail lights. Hope this helps.
