Soapy water and simple green concentrate. I've used other stuff and i'm sure there are other things that would work better, but I use simple green all the time in my garage so I have the concentrate handy and it's cheap. A gallon of concentrate goes a LONG way. The heat, soap, and vibrations are doing 90% of the work anyway.
For small parts, put them in a little baggie with the chemical mix of your choice and submerge that in the hot tank. No need to make a full tank of hot chemicals.
For the carb specifically, It'll need an immediate and very thorough air blasting to clear out all the passages from the sludge that accumulates in there. The tank loosens it all up but there will still be crud in all the little holes. Hit it with the compressor and then a can of cleaner as a finish.
