Honestly, I feel the smog stuff here in CO is stupid and apparently there have been motions to abolish it completely because just about every car will pass. It's really just the old vehicles, especially late carburetor stuff, that has emissions problems (they basically just check that the early carb vehicles aren't puking fuel). Any fuel injected car basically has to have a missing emission component or be running REALLY bad to fail (in which case it's probably worth fixing anyway).
As for lift laws, CO is one of the least stringent. The inside of my tires are roughly even with the outside of my body panels, the tires are 100% exposed and there is no body behind it at all, and my truck is real close to CO street legal. No mud flaps, nothing. A set of windshield wipers and high/low beams (vs. just headlights) and I'd be there. It is still registered, insured and driven on CO streets.
It sucks that politicians etc. out east have so much hate for lifted trucks. I understand why they want to check these things out, keeping a truck with 16" front shackles (for lift of course!) off of the street is a good thing but what they actually deny is stupid.
