Since you have to pass smog/emissions, without spending a bunch of money (aftermarket heads, retune) probably not worth monkeying with. Unless you can get smog legal headers and retune.
The power to be gained is from headers, heads, and cam, then the requisite retune. Passing a visual and a sniffer test is going to be more than a little difficult given the options with TBI.
Honestly, an LS swap would be more worthwhile, and probably not a whole lot more than the cost of using CA legal parts to try and make a TBI motor more powerful.
