Headlight bezel touching fender?

Is the headlight bezel supposed to rub up against the fender? Factory just shows metal-on-metal with no gasket, but it's rubbing up on the paint, is this correct?

I believe that's right, I've never seen a gasket there. When I bought the parts to convert my old '80 K10 to square headlights there wasn't any kind of gasket or pad for that area.

There's no gasket but the contour of your fender doesn't look right.
Was there any work done to it?
The gap should be pretty even here it looks like there is a spot that will rub and ruin the paint.
It's not supposed to.

Exactly- is touching the paint on both sides and ruining fresh paint job. I want to take the bezels off and add some washers so there's a gap...

Well if the bezels are not tweaked which I am sure they are not then the body work wasn't that good.
