HELP!! CA Smog b.s.

I think he said the seller gave him the cert but it expired before he registered it. Or did i read that wrong?

You're right... Must have skimmed past that part.

Well that might make it even easier dude, just call the guy you bought it from and ask where he smogged it, and how much it "cost" :haha:
 
Just go to the DMV and tell them to register it as a non-op.

Or you can trade it in for their $500 smog abatement program...

That's a big negative. The smog abatement program says the vehicle must be currently registered to you and must have been so for the past 24 months.
 
Isn't there a program where california will help pay for the repairs needed to get it to pass?
 
Ok here's the low down from the start. When I bought the car he gave me the smog cert, and I took forever to change titles and the smog cert expired. But I went to the dmv and wanted to change the ownership, so I did a little paperwork and got like a semi-transfered title. But the guy said I needed smog. O joy! the truck is running rich, the co it like 3.5 and it should be under .95. We have determined it needs a new carb and I don't want to spend that cash if it dosent pass with the new carb. I want to sell this thing asap. Can I sell it with no papers for cheap? How can u get the title in my name? If I smog it and it fails, will I still be able to turn that sheet in and transfer it? Let me knoe guys thanks
 
Like I said before, call the guy you bought it from... If he got it to pass somewhere, call him and ask him where that was and go get it smogged. If you don't want to do that for some reason, tell DMV you want to non-op it and sell it as a "parts vehicle" not designated for street use. Obviously you're not going to get much cash for a parts vehicle that can't pass smog. It would be a whole lot wiser and worth your time and money to just take it over to whoever passed it and get the smog cert. and sell it

that program you have to qualify for and your rig has to be obd2. Not avalilable for obd1 vehicles anymore.

Actuallly you are wrong. The program is called CAP (Consumer Assistance Program). There are two variables to it.

What is the Consumer Assistance Program?
The Consumer Assistance Program (CAP) provides financial assistance for qualified consumers whose vehicles fail their biennial (every-other-year) Smog Check. The statutory authority for CAP is found in the Health and Safety Code and is implemented through regulations adopted by the Bureau of Automotive Repair (BAR). Participation in CAP is limited to available funds.
How do I qualify for CAP?


CAP offers two options for consumers whose vehicles fail their biennial Smog Check:
  • Repair Assistance: Qualified consumers can receive financial assistance toward emissions-related repairs to help their vehicles pass their Smog Check inspection. Approved applicants must take their vehicles to a Gold Shield repair station for repairs. Gold Shield stations are licensed Smog Check facilities that are independently owned and under contract with the State of California. There are two ways to qualify for repair assistance.
    • Income Eligible - Qualified consumers whose household incomes meet the income guidelines (derived from the federal poverty guidelines) can receive financial assistance toward emissions-related repairs. A copayment is required and will be applied toward diagnosis and emission-related repairs. The CAP application includes an income eligibility table to help consumers determine if they meet the income requirements.
    • Directed Vehicle Eligible - Certain vehicles are directed to Test-Only or Gold Shield stations for their initial smog tests. If your Department of Motor Vehicles registration notice requires a test at a Test-Only or Gold Shield station, and your vehicle fails, you may qualify for financial assistance toward emissions-related repairs at a Gold Shield repair station. Test-Only stations cannot perform repairs. A copayment is required and will be applied toward diagnosis and emissions-related repairs.
  • Vehicle Retirement: Eligible consumers can receive payment to retire their high-polluting vehicle. There are no income or Directed Vehicle eligibility requirements. Approved applicants must take their vehicle to an authorized dismantler. The vehicle must pass a visual and operational inspection before it is retired.
How do I apply?
You must first submit an application. Do not have any repairs done to your vehicle until you are notified that your application has been approved. If you applied for repair assistance, you will then receive an approval letter and a list of Gold Shield stations. If you applied for vehicle retirement, you will receive an approval letter and a list of contracted dismantlers.
Where can I get an application?
You can obtain the CAP application (click to download the application) online or by calling the Department of Consumer Affairs Consumer Information Center at 800-952-5210.
 
they wouldent help me w/ my 1980, i don't know why, didn't have income at all at the time. the letter in the mail said I didn't qualify and the gold station place I went to said the vehicle was too old.
 
Not sure what to tell you but i have a friend who just used the program.
 
i already looked at the program it wont accept me. my friends dad has a smog shop he will pass me, and if i then transfer the truck but sell it and tell the person what i did i could sell it right? i olny want about 2000 for it and its worth about 3300. so its a good deal for a ranch truck or yea a parts truck.

If you disclose that you did something illegal with the smog you can be prosecuted for fraud (it is a felony to tamper with emissions equipment). :deal:

This great state of California would have no problem sending you away for a while and or handing you a nice hefty fine.

Also, your dads friend could also have his personal smog license revoked along with the license for the shop he works at and also a 25K fine.
 
yea.....well that not good. i think im just gonna put in in non-op as a parts vehicle and sell it like that.
 
Does the cat look ver very old? Does the engine burn any oil? if the plugs are oily your in a pickle. Check the gaps too. Also if the cats bad replace it with a cheapy auto parts one. Plugs wires good. more of the smogs problems i have encountered can be fix by

Tuning the carb from rich to normal,
Good plugs/wires
Good cat.
If you have a airpump hook it up. if not maby put one in there and pump some air in.
Timing, is it advancing and properly set at idle.

What area do you live in? i might be able to point you in the right direction of a shop to smog it.
 
What I have done in the past to sell a car I know won't pass smog here in Kalifornia (like the air doesn't come over the border from Mexico right?), is I tell the buyer it won't pass smog and the car is sold "as-is, where-is" for parts only. I put it on a piece of paper and make them sign it. If they fell like trying to put a parts car back on the road again, thats their issue.

BTW, first post! I just got an 87 K5, so I will have to smog it too. :D

I don't quite understand...if your friends dad will pass smog for you ,what's the problem then,isn't that what you need??....also,it's odd that the previous owner gave you a "smog certificate"....don't they electronically send them to DMV nowadays and I doubt there is an actual certificate,like in the old days....just my observations :D

Me living on the Peninsula find it impossible to smog my 76 K20. So my father and i registered it up in Cazadero with an uncle where smog checks apparently never happen. so I've been scot free on smog for awhile. Just need him to mail the tags every may!
 
I just read through this whole thing and all I have to say is :confused::doah::dunno:

I can't quite figure out what the issue is. I have an '85 K10 that I manage to pass every time 100% legally. I know the guy that smogs it so he does pre-runs for me but as far as the actual test goes it's 100% legit.
Why not just put a little time and effort into getting it running right and be done with it instead of freaking out and trying to turn around and sell it.
You mentioned something about a smog check setup at your school... if they have that kind of equipment sitting around then I'd imagine they have the tools and someone with the know-how to get your blazer up to snuff and able to pass smog.

its my understanding that with the state budget issues the assistance programs are dead, but i could be wrong on that.

what makes you say it needs a new carb? it may just need a cleaning or rebuild. if you have access to an ocilliscope to check spark voltage hook it up and see what your coil is putting out on the secondary. a weak coil can casue a fail as well should be around 45kv or more. i had a motorhome fail becasue of the coil, put a new one on from pepboys and it was worse than the old one. dug thru my collection of old parts and found an gm coil and it cured my problems. if the cat is original it def needs replaced by now.
