I am trying to wire up my 78 chevy wiper motor on a manual toggle switch. I have read through the diagrams but its still not working. So I have the middle terminal set for switched 12v, and then the outside terminals are high and low based on the toggle switch. I have checked the body of the motor for ground. What am I missing? I hope this all makes sense.

I thought I'd share the answer to my question. I was trying to control the motor with 12v instead of ground. Read below and let me know if you have any questions. Its works!!!

Is that describing the connections you made on the toggle switch? If so, these wiper motors use a switched ground configuration so you shouldn't have hot 12V going to the switch.

Instead, you'd want the middle terminal of the toggle switch connected to ground. And the outer terminals connected to the wiper motor's high & low terminals.

On the 78+ wiper motors, the 3-terminal connector on the end of the motor contains the +12V feed and high/low switched ground terminals. The terminal up nearest the gearbox is the +12V feed. The middle terminal gets grounded (via the switch) for low speed. And the terminal nearest the end of the motor is grounded for high speed.
