How to clean off old paint on door panels?

The door panels are bubbling and rough from the bad paint job someone did on them..
I tried getting the old paint off but not to easy and not sure what would be a best practice to prep these to get a nice new coat of paint over them?
Anyone had experience with this issue

I use ez off oven cleaner to pull paint off of abs plastic. Works well for that. Can you identify the material your door panels are?

There stock 75 jimmy panels so I’m guessing they are some sort of plastic
