Dont have a chiltons manual, but is the proper way to do a static valve adjustment as follows(1982 Chevy350) ...

Get engine @TDC to adjust exhaust on 1,3,4,8 and 1,2,5,7 intake. Tighten nut down until there is no play in pushrod, and then tighten a full turn (360deg). Then crank engine full turn and adjust the rest of the valves.

Is this right? Should the engine be warmed up first? Someone told me something about stock chevy rockers with "positive stop shoulders" and you just torque them down; What engines/heads have those?

Your engine does not have positive stop rockers. I always go to between 1/2 - 3/4 of a turn. But what chilton says is how you do it. Cold engine is fine. If you start it up and have some noise, you can pull the valve cover and adjust while running if needed.

You have some lattitude to tune the torque depending on how loose or tight you want to adjust the valves. The Wizard Vizard shows how.

You stop tightening as soon as you feel the pushrod "drag" as you spin it while tightening.

I still like getting each cylinder on compression stroke, and adjusting the valves then. Starting with no. 1 watch the intake close, then bring it to TDC, adjust, then each cylinder 90* apart, follow the firing order. Make sure you watch the intake close and not the exhaust (that means your turning the wrong rotation) Loosen the rocker nut until you can move the pushrod in the cup of the rocker arm, then slowly tighten while wiggling the pushrod in the rocker cup, when the pushrod has no more wiggle, tighten 1/2 turn on a warm engine.
