I would like to make my suspension softer. Would this work?

As stated, loosening bolts to change ride quality is a problem. Keep them tight.

Check all the easy things first:
Can the bushings move (lubricate)?
Are the shocks too short or too long?
Is your droop limited by the brakelines?
Are the springs hitting the frame at the shackle end?
Are the leaves seized together? (lubricate)
Keep working on tire pressure

If all the things are working as they should, a next step is to disconnect the swaybar. The bar is there to limit one wheel bumps so in a quest for ride quality disconnecting will help. It will also give you more body roll but it sounds like your springs are stiff enough that is likely not an issue.

Overall, we've found the biggest determining factor for ride quality on these trucks is spring rate. They just flat need softer springs which is why we do what we do in our custom line. Shocks can make a difference but for a shock to do anything, it has to move. For it to move, the spring has to move and for the spring to move it has to be soft enough for whatever you're hitting to move the spring and not just push the whole vehicle mass around.

If you want to build custom spring packs, it is relatively cheap to try but it is quite a bit of work and you likely won't end up with what you would buy. Unfortunately, rough country doesn't give you a very good starting point, you really need to start with something thinner.
