Im sorry to ask but how do I mount the seat belts?

Hey all ya I know silly question but I searched for some pics but couldnt find what I was looking for. Im wondering are the seatbelts completely independent from the seat? Lol Im trying to figure it out but I suck. Also The retracting part of the seat belt has a plunger err plastic rod that sticks out a inch to far for it sit flush with the truck, that is If I have it in the right place:D
 
The retractor part is bolted to the B piller a little shy of shoulder height and the plastic plunger goes through the B pillar and allows the door to push it in when closed. The small bracket that the belt loops through also bolts to the B pillar further up. The short part of the belt (female portion) bolts to the floor near the rear corner of the center console.
