What's the best way to ensure that the inner and outer rocker are positioned correctly. Reference points on the body were so badly rusted that I don't have reference.
 
You could use a straight edge along the quarter panel and the front fender. A good 2x4, don't think a 4ft level will span the entire panel. Just an idea.

Can you show us what you have to work with?
I mean is the floor good enough to go from?
Anything else you can reference?
 
I have to replace the kick panel and floor. So, I don't have much to work from. The rocker panels were so rusted that they were already detached from the pillars and was held on to the floor by a strip of about 10 inches in the middle. So, basically I guess I need to see a diagram of which part goes where and how the inner rocker get attached and how much it covers. I have parts from LMC truck.
 
Sounds like a lot of tacking pieces in place, then checking.
 
There must be an order of assembly that you must follow to ensure that the floor panel, kick panel and rocker panels are all put together properly??? I was hoping for a picture or diagram that shows this. Most of the videos on youtube don't cover the assembly from what I have to do.
 
I had to do the same thing on both sides of my k5. Your best bet is to hold the outer rocker up against the existing sheetmetal, draw lines to cut out the old metal, and weld it in place before doing any worrying about the inner. The cab mount is a bigger variable if you need to replace ( I needed new mounts on both sides). With the outer rocker welded in place, you just make the inner pieces fit as well as you can while making sure you can weld the inner and outer rocker together in a neat seam where they should meet at the very bottom edge. The only part you'll be able to see standing next to the truck is the outer rocker, everything else is hidden so worry about getting the outer mounted first!
