As far as I know, gifting is only for direct family members. i.e.: father/mother to son/daughter. If I remember correctly, I had to pay taxes on a truck that was "gifted" to me from my grandfather.
We did a big a big family car trade where I gave my cousin the car I had bought in high school, and my grandfather gave me his truck in trade. It cost so much in registry costs and taxes my grandfather probably could probably have just bought a third car.
