If its either a D70 or a 14 bolt, its so easy to tell an open diff from a power lock or Gov-lock that a baby could do it. Just pop the cover to see exactly whats up.
i saw a mid 80's C30 cc/dually at the junkyard that had the G80 RPO on the sticker in the glovebox, and it had a D70 rearend, i'm guessing with a power-lock. shoulda grabbed it, but oh well.
the gov lock was only made for GM axles. dana axles used the power-lock or track-lock.
I have seen other RPO's for traction aides, I believe the G87 was the power-lock for 67-72 trucks with the d60 rearend (called maximum traction or something like that) and G86 No-Spin on a truck that had an Eaton H052 with a detroit locker from the factory.
