I am looking at some rust that needs fixed in 3 . One is a small hole where the rocker meets the floor and has rusted out a 1/2 inch by a 1 inch hole .It has also rusted the lip where the weatherstripping goes in the door opening. Then back by the tail light on the inside of the Quarter is another . I don't have any welding equipment . So should I pay someone or just fiberglass it ?

its always better to have new pieces welded in. but i know the boat your in cuz im in the same one plus im short on cash to pay someone.

what i did was pick up a can of POR 15 and cleaned the rust spots as best i could and coated it generously with the POR.

after it dried id either screw a piece of sheet metal and POR that

or id just fill the whole with bondo or fiber glass

If you can get some one to weld in some new metal that would be the way I would go. The fiberglass tends to crack over time and can promote more rust

I took mine down to a local machine shop and he welded up some holes and reinforced the floor around the bucket seat mounts for a little over 100 bucks...well worth it in my book. Unless you have connections skip the body shops, they'll charge you 3 times what a machine shop will. I just told him to leave the welds raw and I ground them myself, saves a lot on labor as well.
