I read something on Military.com a while back that the Marine Corps was intending to go to the no vehicle sticker thing as well. Don't remember if it gave a date for it.
Hard to say really because most of us are speculating based upon our experiences elsewhere. The cops may be SUPER hard on this in the area or it just may be these people talking to your wife's own microcosm of negative experiences.
Lexington, KY is home to the University of Kentucky, one of the major universities in this region of the country. In addition I75 runs right next to town as a major north-south federal interstate with tons of interstate traffic. UK has 3-4 smaller universities/colleges competing with it in the immediate area. Not far away is Louisville with it's metroplex, universities, industry, etc.
When I moved here my plates had 11 months left on them. My DL was also 1 month old. My local friends EMPHASIZED how important it was to get local plates and DL. All kinds of horror stories...
...so I went and got my KY DL and plate.
Within a few months I had realized at least half the college kids around here have out of state or out of county license plates and there's so much other interstate travel here that cops would be wasting their time pulling people over for out of area license plates.
Then my buddy moved here a year later from Michigan and drove around for 6 months with Michigan plates and no one said boo to him. Only changed the plates when he bought a house here.
