Had a hard time trying to read your post - very distracted by your avatar. Looks like she's in phase and I notice some vibrations.
I would guess, yes. I don't think it's a huge amount of speed difference though so in a driveshaft it shows up as a vibration. The rpms at the tire is significantly slower than the driveshaft rpms and if your tires are turned at any tight angle you aren't moving very fast (unless you are trying to roll it.Are the front tires speeding up and slowing down the further you turn the wheels off center?
