No way, it would get hit by rocks or stuff on the road.
You want it low enough that it would basically gravity feed to prime the pump. It’s designed to push the fuel forward, not pull it up from the tank.
I would aim for the side of the frame where the lines run just in front of the rear axle where the frame drops down.
I would recommend putting a fuel pressure gauge in there. I would have had a lot more headaches if I hadn't done so. I've had trouble with kinked return line on the saddle tanks.

That’s where it’s located. On the part of the frame that crosses over. It’s in the center of the truck between the cab and bed.
Not sure if you figured out the problem yet? I’m running that pump on mine and it’s all working great. Just skimmed through this but can you hear the pump? Those pumps will tell you what’s going on just from the noise they’re making. Surging and loud indicates a plugged post filter, or restriction in the return line. Loud and not surging is a plugged pre filter. I was ready to toss my pump in the trash because of how loud it was but the real problem was the filters.
Carry a spare pump, you’ll need it.
If the pump isn’t running at all but the monitor comes on it could be a blown fuse in the orange fuel pump wire. Of the monitor doesn’t come on at all it is most likely the power supply to the throttle body. I accidentally pulled the power wire out of my fuse panel and had the same issues. After you figure out what’s going on be sure to reset the “learn”. I was disappointed in my system for a little bit, but now that I cleaned the filters and actually sat down and focused on the instructions I love it.

We just replaced the pump to get it going. When I have time for another project........I’m gonna get a new tank and get a new pump to go in the tank and be done with it. Thanks for all the responses!!
If we're talking about a saddle tank in a pickup, the 87-91 crew cab tanks will have the EFI baffle tray. Just make sure you are selecting the "V" and "R" series trucks so you're getting square body stuff. Sometimes parts places get the overlapping years mixed up, or you do it yourself if you're not careful.
