Need help with horn...Pics

My problem is as soon as I install the cup the horn sounds.I tore into the column and checked the wires all is good.The horn only sounds when the cup is in place so I dont think I have an issue in the column as I looked so the issue seems to be in the wheel some how.I dont get how this is supposed to work I guess.It seems simple but I dont get it.The spring and pin go to ground when you push on the center of the wheel and then the horn sounds.Well the disk on the back of the cup is in constant contact with the spring and pin.The disk also is in contact with the metal hub or center of the wheel so how is it not going to be stuck on? I must be missing a part or I put it together out of order or some thing. Can any one help me with this?I dont want to have to get an aftermarket wheel just to fix the darn horn.

When did the problem start? If it was after it was disassembled and reassembled then I would try flipping the bottom thin metal plate over. If it was upside down it would cause horn to stay on.
