I was talking to a guy that just bought a new fuel tank for his 1977 Pontiac Trans Am, and it did not come with any vibration dampning material that it should have. I suggested exactly what you said...roofing felt.Yes, body and tank. It’s not held on with anything, but you can use a little spray adhesive on the ends to hold it in place during installation. You could’ve saved yourself a few bucks and used 30lb roofing felt if you or someone you know had some. I actually used some 40 mil PVC shower pan liner I had left over.
My fuel lines were original and dry rotted on top of the tank. Replace the line for sure. Also check your metal lines. Mine had rust in them and I replaced with inline tube lines.Anybody here ever replaced the tank? What kind of special Hell do you run into with the filler hose and clamps and rubber gas lines hooking up?
I am pretty sure I will find them dry rotted but if not I plan to replace all of them anyway.

yes even thou @ryoken # is unknown, I have several devices to loosen stuck hoses.
