NP205 problem

Working on my NP205, when I bought it the Rear Bearing Retainer (http://www.offroaders.com/tech/Diagrams/np205.htm number 11) was loose, the bolts had been removed because it had a PTO on it that had been removed. Anyway, when I found some bolts I tightened it down and the shaft locked down, if I kick it into 2wd, the front yoke spins fine, but the input/rear output is locked down solid.

I backed all the bolts off a few turns and it was still tight, so I popped the bearing retainer back up and it spun fine until I ran the circle of bolts again, and then once I did that it was locked down. I popped the cover back up again and just barely tightened the bolts and it still spun but once I tightened them up, again it was locked down...........wtf.......

Looks like it's missing a gasket.
They usually have a gasket in there that gives you the thickness you need to give room for the bearing to work and still retain it in place.
 
The bolts that were missing, are they for the seal retainer to the bearing retainer or the bearing retainer to the t-case body? If the latter, any chance one or more of the bolts are too long (touching the gear)?
 
They were the retainer to t-case, I thought that at first but I have one of the pto covers off and the bolts feel like they are outside of the gear circle. Also its just that last little bit that make it lock down, it goes from no drag to no spin within a 1/2 of a bolt turn.
