Possible of offroad park in oklahoma panhandle

Optima Lake in the Oklahoma Panhandle, near Guymon, has beeen a dismal failure as far as lakes go. But a recent meeting in Guymon took place with the Corp of Engineers out of Tulsa and they said they would entertain the idea of a private/public offroad park being established on th e east side of the dam, the spillway. What I am wondering has anybody ever done anything like this and is it a worth the hassle. While we keep having land closures this could be a way to keep wheeling alive for future generations!! Any opions would be appreciated. Plus side if this is done it's a lot closer for me to since I live 10 miles from Guymon.
 
I know there is a spot in Disney , OK . where they have some big wheelin runs. I'm not sure if its a park or just public land though. Its a dam spillway also.
 
I believe it is ran and owned by the corps of engineers. Just ain't sure on a plan of action on this.
