Question on Fuel Pressure Regulators

Whats going on is something is making my secondary's stay open so it keep on dripping fuel into my engine even at idle. This over time causes my engine to load up a and foul plugs if I don't get the rpms up. We where thinking dried up gasket so I'm going to go ahead and order this:
