Replacing saddle gas tank straps?

Is there a trick for replacing the rusted out tank retention straps on my saddle gas tanks?

More specifically, how do you mount the new replacement straps? The straps three mounting holes seem not accessible due to the way the factory welded the gas tank to frame bracket (it's welded so that one plate of steel channel covers the three holes).

I cant recall, but the straps should be bolted to that mini cross member. No part of the tank itself is welded to the frame or strap, and should be seperate.
 
when i replaced one of my saddle tanks in my '78 stepside, it was pretty easy. drain the tank, disconnect the lines, and unbolt the two L shape brackets the straps connect to that bolts to the frame. Lower the gas tank/brackets and just undo the bolts. Just make sure to get every last bit of gas out, otherwise that thing is heavy.
