People who think a 400 is hard to cool are generally using radiators that are for a smaller engine (305 or 350). I treat mine like a big block (4-row radiator), 160 deg t-stat, and a good fan. It never gets above 180 degrees, it usually stays between 160 and 170. People who say all 400's run hot or that they won't turn, or just don't like high RPM's (6000-6500 range) are just wrong.
