seal behind outer wheel bearing?

Hey all. When I pulled the outer drive slug from the 8 lug 10 bolt the outer wheel bearing had a seal behind it.(race/wheelbearing/seal/) When I got my new bearings and races I got no seal and everyone I have talked to said there shouldnt be one there. So what gives?
I got the outers of my 6lug and am about to throw them on the 8 lug but need to know about this seal first
 
So there was a seal between the inner and outer bearings inside the hub? I've never seen anything like that in any of my axles. Clean up whatever it is and post pics of it.
 
its a lil dirty in this pic, dont worry I cleaned everything. it goes in order from wheel bearing back. Wheel bearing/seal/inner hub nut/washer/outer hub nut then spring and such

What does the ID of the seal "seal" against?

I don't think it's a seal at all. It's a retainer ring.
It sits against the outer bearing race, and supports the spring which provides tension to keep the drive slug from rubbing on the end of the spindle, thereby messing upthe threads.

so If Im taking the outer out my 6 lug and putting them in the 8 lug to replace the drive slug, DO I still need it?
