What’s wrong with your seatbelts?
 
Did you take the covers off on the B-pillar and spray a bunch of silicone lube on the moving parts? It helped a ton on my belts in my M1009 when they didn't want to retract.

The problem with retractors is usually something jammed in the mechanism (coins, etc) or it’s crusted over with dirt.
 
I cut off the hair plastic case "it's used and beat up anyway"

The "catch" or whatever it's called works if I manually push up on it. But it doesn't engage when I yank on the seat belt

This piece doesn't move up to lock the teeth. I have to move it up manually for it to engage and prevent the seat belt from getting looser.

I cleaned it up and it now comes out smoother and retracts more or less correctly. But when yanked on as if I were to stomp on the brakes, it doesn't catch.

I’m pretty sure the front seat retractor lock is actuated by inertia. Try holding the retractor at an angle and see if it freely falls into the sprocket/gear.

I tried moving it around and it doesn't catch. I'll clean it again and see if that fixes it.
