Unfortunately I don't know which fuse it would be on. If it were I, it would be under the "guage" fuse, however it isn't actually connected to the guages, so no clue.
Pretty easy to test them with a multimeter (continuity across the back of the fuse, so you don't have to pull them) or just pull each and visually check.
There are no moving parts in the VSS buffer itself, wiring/power/ground is the most likely issue, but of course electrical parts can fail, and so can the mechanical portion that it gets it's signal from. Heck, the screw that holds the optical eye in place could have come loose.
As always, there are a ton of possibilities, but start with the easiest/most likely first...the fuses.
