Should an IFS truck CV axles spin in 2wd?

So on these newer IFS rigs that still have a manual transfer case- When you are in 2wd, is the CV still supposed to spin? Im thinking this can cause some unncessary wear- Would manual hubs help? Or is the problem that it shouldnt be spinning anyways, and I have some other issue on my hands?
 
Yep, with the ifs your cv axles will still turn because the splined end of the axle directly engages with the hub. I don't know of any manual hub kits, but I don't think it is really necessary. I had a 92 1/2 ton with 280k miles and replaced both axles because I cracked the cv boots and let them run dry causing damage to the joint.
 
the actually "lockout" part of the front axle is before the CV shaft. the CV shaft is kinda like a front wheel drive car where it connects to the wheel hub.
