snapping steering box bolts

similar to what ryoken said. The longer bolt has more stretch than a shorter bolt. It can flex and stretch more without yielding, that is what's causing the loosening. By drilling out the box, you made the stretched part of the bolt longer. Put the spacers in, and use longer bolts.
 
Or if you don't want to troubleshoot it or post any photos of your setup you could just drill out the ends of the bolts, and add castle nuts and cotter pins.

Nothing is going to loosen up after that.

In all reality GM put the spacers in for a reason and if no one else is experiencing broken bolts with the spacers and you are without spacers I'd put the spacers back in.
